This is of course a question that has been asked many times over and I am not sure there will ever be a straight answer. I came across an interesting article from a few years back that may shed some light on this question. read it here in the Richmond Review.

Wow, we here in British Columbia thought we had seen it all with leaky condos, this video of the window problems with a Florida Condo will sure open your eyes. Can’t believe what goes on out there. check it out here

Looks like the very office that was set up to help leaky condo owners fund the repairs to their buildings is falling victim to market forces. Seems that the funding they use comes from new home building which is down of course. So that makes sense, people that bought leaky condos that leak in part [...]
