I guess not. It looks like the government has reached some sort of deal to obtain compensation for leaky schools. Exactly who that compensation is coming from we don’t know, not to mention any other details about this deal.

In short, Yes it does work. As with anything people always like to feel like they have gotten something for nothing, so the same applies here.
